Go to the Whitespring Refuge
Notices have gone up around Appalachia announcing something called the Responders' Refuge, based out of the Whitespring Resort, inviting all people in need and calling on others to help. It might be worth taking a look.

Speak to somebody in charge
I arrived at the Whitespring Refuge. I should look for somebody who looks like they're in charge and find out what's going on here.
Orlando, the self-professed Management Liaison for the Whitespring, has suggested I help the Responders in the Refuge. Helping them with their tasks should earn me Ultracite Battery Cells, used to power their Vertibird, which can take me to the Pitt.
I've aided the Responders and amassed a collection of Ultracite Battery Cells. Orlando mentioned that now would be a good time to introduce my self to Skippy Roerich, the Pitt Union representative at the Refuge.
Skippy and Rucker are eager for me to fly to the Pitt and help the Union in their struggle against the Fanatics. First, I should head to the roof of the Whitespring and meet the Responder Pilot, Lennox.
