Rebalances healing and radiation. (script-less, highly compatible)

FOOD:
- Removed healing from food items (also affects food added by mods)
- Wasteland Survival 1 and 3 reworked because of the removed healing from food (+3%XP, -5% less damage from mole rats)
- Bloodpacks still restore health but at a slower rate
- Increased the meat needed to cooked meat in many cases
- Soups now require purified water
- Planting food now requires 1 fertilizer material
- Water Pump requires more materials
CHEM:
- Stimpack healing increased by 33%
- Radaway radiation healing from 300 to 250
- Vault 81 Cure/X-111 Compound/Curie's Healthpack reduced healing/radiation healing
- Addictions have slightly higher penalties
- Increased the price of doctor services (by x2-x3)
- Crafting Stimpack/Jet/Mentats requires additional materials
RADS:
- Increased radiation from all sources by 100% (also affects most effects added by mods)
- Increased radiation also applies to the Nuka Grenade to be as compatible as possible
- Increased radiation excludes Gamma Gun/Radium Rifle radiation damage
- Because the above changes are very compatible with other mods, the new radiation values are not reflected in the Pipboy interface
(but are accurate in the lower left corner when used)
- Drinking Water from fountains, pumps and sinks is now radiated
- Maximum radiation resistance from 99% to 100%
